HONOLULU - Honolulu Elections has announced that Tommy Waters won the District IV special election.

Waters won by 1,004 votes.

32,060 people voted before election day. That's 47 percent of registered voters, making it a record-breaking special election.

There are 69,031 registered voters in District IV.
