HONOLULU - According to our partners at Civil Beat, the ruling says that the City of Honolulu -- as well as many other government agencies -- have withheld public records for decades using an excuse that doesn't exist in state law.

For decades, public agencies in Hawaii have withheld  records from public view by saying they were subject to the "deliberative process privilege."
