Duke Bainum is calling for the investigation of city clerk Denise DeCosta.

Bainum is running unopposed for the Honolulu City Council's 5th district.

He said there is a cloud over the election process because of the way DeCosta handled Rep. Kirk Caldwell's filing to run for Honolulu City Council. Bainum claimed that DeCosta herself got someone from her office to sign Caldwell's candidacy papers and that many of the signatures were collected from city workers who were on the clock.

"I think it has to be found out, were these people, did they all take vacation time. Unlikely, and no matter what they should not be doing it on city property with city time facilities," Bainum said.

A spokesman for Mayor Mufi Hannemann said it is a council issue since the council appoints and oversees the city clerk and her office.

Calls to Council Chairwoman Barbara Marshall and DeCosta were not returned.
