Report Says Con Con Could Cost $11 Million

State Has Not Held Constitutional Convention In 30 Years

The state released a report by a task force that says it would cost between $2.3 million and $11 million to hold a constitutional convention.

The Constitutional Convention Cost Task Force was made up of 11 people from the community, government and legislators.

The exact estimate from the task force's report was a minimum of $2,329,656 and a maximum of $11,114,045.

"Ultimately, it is up to the people to decide if 30 years is long enough to wait before taking a fresh look at our State Constitution. This is one of the most important questions facing Hawaii voters this year," Lt. Gov. James "Duke" Aiona said in a written statement.

Aiona said the cost estimates are broad because they depend on how many delegates would serve, how long the convention would last and where it would be held.

Kauai Rep. Gary Hooser disputed the report's findings. He said the cost to hold a convention properly would likely cost taxpayers more than $20 million.

Proponents of the convention said the benefits of a convention are more important the cost.

During the 1978 Hawaii Constitutional Convention, the Office of Hawaiian Affairs was created and term limits were established for the governor and lieutenant governor.
