Election chief explains ballot underestimation
Up to 23 polling places on Oahu ran out of ballots

Hawaii Chief Election Officer Scott Nago said Wednesday that the state did not give precincts enough paper ballots on Election Day because of an error in the formula used to determine the number of ballots.
The formula the state uses to determine how many ballots each precinct gets is the number of registered voters minus the expected absentee voters and you add 25 percent of your total.
The state said it erred when it used the number of registered voters in the Primary Election instead of the General Election.
Nago said up to 23 polling places on Oahu ran out of ballots for the General Election.
