Recently released video shows a confrontation with police that led to a person being stunned by a Taser stunning and the city eventually paying a six-figure settlement.

The confrontation was with Yvonne Arsisto in April 2009 on King Street. Arsisto appeared in court later that month. Police said she lunged at them with a skewer before they stunned her with a tazer and shot her in the stomach.
In March 2013, the city settled with Arsisto, paying $195,000. The city said Arsisto was “35 percent responsible.”
Court documents indicate that despite the settlement, there is a warrant out for her arrest despite the settlement.
“This case is still pending,” said Michael Green, the attorney for the Arsisto family. “I mean, what are they going to do, put her in jail? When you are dealing with people who have mental issues, people are trained to do that. They don’t react like normal people. I mean, this woman has spent her life probably struggling for survival under viaducts and bridges.”
The city prosecutor’s office is handling the case. They said ethical rules prohibit them from discussing any details.
