The video from Civil Beat shows a man apparently leaning down to pet the endangered animal when it quickly rolls over and startles him.
According to the photographer, others took pictures just feet from the seal's face and one child was nearly bitten when he laid down beside the seal and put his arm around it.
Remember that monk seals are an endangered species and it's illegal to disturb or harm them. Violations can result in fines as high as $50,000 and carry a year in prison.
