Kauai County's plans for a multi-use path have run into a snag.
Path planners say they are concerned that crossing the island's main highway and a temporary bypass road may not be "optimal" for path users.
The county's goal is to create an 18-mile path for various activities, including bike riding and walking. Developers have created eight miles so far along the garden isle's east side.
