The transit authority has issued another contract for the multi-billion dollar rail project.

The Colorado-based company "C-H 2M HILL" secured the contract August 23rd for up to $3 million.

The company will be paid on an "as-needed" basis if potentially hazardous materials are discovered during construction.

In July, the City Council passed a resolution requesting HART not to issue any more "construction" contracts until a full funding grant agreement is secured.

Although the latest contract is not for construction, the council's budget chair has some concerns.

"It's very disappointing that there isn't this cooperation and wanting to be transparent," said City Council Budget Chair Ann Kobayashi.  "I don't know why things should be hidden."

Kobayashi said HART did not revel the latest contract during a budget hearing last week.

The transit authority tells KITV4 it does not issue a press release for every contract it awards.

Meantime, the state Court of Appeals upheld the city's decision to reject Bombardier Transportation USA for the lucrative rail contract.

Bombardier filed an appeal after losing the contract to Ansaldo Honolulu.
