Kailua kayak owner explains water hose incident
A man against a city council bill that would ban all commercial activity at Kailua and Kalama Beach Parks was arrested Thursday afternoon for harassment, according to police.
Bob Twogood was charged with four counts of harassment after he was accused of spraying water on protesters outside his Hamakua Drive business Twogood Kayaks.
He was released after paying $350 bail. Harassment is a petty misdemeanor.
