"There's a good chance we'll probably be forced to close our business," said McMahon.  "We have six employees and it would be unfortunate."

Two companies hold permits allowing them to legally rent windsurfing boards and gear at the beach park.  But, those permits expire in December and when they do the companies will have to leave.

The lunch wagon has a permit to operate until 2015.  The law has been changed, but rented equipment is still everywhere.
