Neighborhood Board Member To Run Against Rep. Harbin

HONOLULU -- A member of the Downtown Neighborhood Board plans on running against controversial state Rep. Beverly Harbin.Attorney Karl Rhoads said he will run against Harbin in the Democratic primary.After Gov. Linda Lingle appointed Harbin, it was reported that she owed state taxes and was once convicted of writing bad checks."The residents of this district deserve honest, experienced representation in the state Legislature and I can give it to them and I can do that job," Rhoads said."I certainly hope he's running for the district and for the betterment of the people of Hawaii and not against me," Harbin said.The primary election is in September.
