State Rep. Beverly Harbin held her first news conference Monday to discuss her controversial appointment to the House seat left vacant by Ken Hiraki.

Gov. Linda Lingle appointed Harbin to the spot in September. The governor then asked Harbin to resign after learning Harbin had been convicted of writing bad checks and that her defunct company owed $125,000 in state taxes.

Harbin refused to resign and said she may even run for the seat in 2006.

Harbin attended a rally Monday to protest development planned for the Kakaako waterfront.

She said she will meet with House Speaker Calvin Say Tuesday to request a special session to deal with the Kakaako issue.

She also plans to ask that lawmakers set up a process, where the Judicial Selection Committee, not political parties, choose the finalists for legislative vacancies.
