Seniors at a Japanese high school graduated Thursday as military teams consider who to raise the school's sunken Japanese fishing.

Four of the students from the Ehime Maru remain missing and are presumed dead. They were remembered at their school's graduation ceremony.
The missing attended the Uwajima Fishery High School and were on board the school's training vessel when it sank.
As the Uwajima principal addressed the crowd, he pointed out four empty seats in the room for the missing students.
"The nine people are still missing," principal Ietaka Horita said. "I pray they remain alive as strong men living with the ocean. The fact the submarine made an emergency surfacing maneuver without safely checking above is what I cannot forgive."
Adm. William Fallon of also attended the ceremony to express his apologies to the students and their families.
"I was sent by President Bush to be his personal representative to convey his apologies and his profound sorrow for that of the American government, the United States Navy and all the people of America, for the tragic loss that you have suffered," Fallon said.
The families of the missing crew members are adament about having the ship raised from the ocean floor.
While Fallon has finished his round of apologies in Japan, the U.S. Navy is preparing to begin its highest form of investigation. The court of inquiry is expected to start at Pearl Harbor on Monday.
