HONOLULU -- University of Hawaii officials are expressing concern about buildings in the Manoa Campus quad, after an engineering report uncovered shoddy construction in Gartley Hall. The historic structure was built 89 years ago.Six months ago inspectors deemed the building unsafe. The conditions forced the emergency evacuation of the Psychology and staff back in Sept. Initially officials thought the problems were due to groundwater, but a new engineering survey has uncovered shoddy construction.“We discovered that the columns and the structure of the building is highly compromised. We found that the columns on the ewa side that we are standing on, are half the size that were indicated on the drawings and the perimeter wall foundations are actually narrower," said David Hafner, assistant vice-chancellor of facilities. The results of the study surprised Gartley Hall’s former residents.“In the fall, Aug and Sept, they had noticed some problems with the structural integrity with some of the walls, crumbling plaster and bowing of the cinder block walls and they evacuated us as soon as they saw how unsafe it was,” said Ashley Maynard, Chair of the Psychology Department.Maynard is relieved everyone got out before the building collapsed."We didn’t know all that time, how vulnerable the building was. I think of the earthquake that happened in October a few years ago, and I think I am glad nothing happened,” Maynard said.Gartley will have to be rebuilt from the inside out. Plans call for open air multipurpose classrooms. The price tag is expected to run between $15 to $20 million.
