Maui, Kauai Unveil Leaner Budgets

Mayors Outline Cost-Cutting Plans

Maui and Kauai plan smaller budgets in the next fiscal year, including plans for worker furloughs.

Maui Mayor Charmaine Tavares is proposing a $530 million budget for Maui County, a 6 percent decrease from the current year.

"Unfortunately, cutting expenses means including a proposal to furlough most employees 12 days during the next fiscal year. This amounts to a decrease in each furloughed employee's pay by 4.6 percent," Tavares said.

The mayor also proposed adjusting the property tax rates, but she said homeowners would probably not pay any more than they did this fiscal year.

Other proposals include an increase in the bus fares to help pay for bus operations.

Kauai County Mayor Bernard Carvalho presented a slimmer proposed operating budget to the Kauai County Council on Monday.

The budget totals $146 million, a 5 percent decrease from the current fiscal year.

Cost reduction plans include a two-day-a-month furlough for all Hawaii Government Employees Association and United Public Workers employees and all nonunion and appointed personnel.

The county also aims to cut costs by debt restructuring, which will give Kauai County a one-time savings of $8 million.

The mayor also proposes several revenue enhancements, including imposing a fee for vehicle registration for the first time ever, and increasing the driver's license renewal fee for the first time in 23 years.
