Former Beauty Queen Accused Of Stealing From Former Lawmaker

HONOLULU -- A Honolulu jury on Tuesday found the so-called "mystery woman" who refused to testify in the investigation into Mayor Jeremy Harris' campaign, not guilty in a theft case.Lisa-Katharine Otsuka was accused of stealing from former state Rep. Beverly Harbin. The former lawmaker said she hired Otsuka to keep the books of her auto repair business in 1999.The former beauty queen said she was a consultant and fundraiser.Harbin said her regular bookkeeper informed her that Otsuka had written checks to herself of about $12,000.The jury acquitted Otsuka on nine counts of forgery and theft.Harbin did not press charges at the time. In 1992, prosecutors investigating Otsuka's ties to the Harris campaign interviewed Harbin. Otsuka refused to testify against the Harris campaign and was never charged in that case.She was charged with stealing from Harbin.In 2005, Gov. Linda Lingle appointed Harbin to the Legislature. Harbin lost the seat after admitting that she did not tell the governor she had tax liens and a misdemeanor bad check conviction.
