Djou Introduces Transit Charter AmendmentMeasure Would Give Voters Chance To Decide On ProjectPOSTED: 3:40 pm HST July 18, 2008 HONOLULU -- Honolulu Councilman Charles Djou on Friday introduced a charter amendment to put the rail transit issue to voters on the November ballot.Djou is a longtime opponent of rail, but said voters should be able to weigh in on the $3.7 million project."Whether you are a supporter or an opponent of rail my position is you should not fear the people. Let the people decide," Djou said."This is just one council member's opinion. I have heard from other council members who have some concerns I would like to hear from more of them and when that happens and I have had time to review his proposal I think I would be in a better position to comment," Mayor Mufi Hannemann said.Djou also introduced another resolution to merge the rail question on the ballot with a pending charter amendment to authorize the formation of a transit authority.The group Stop Rail Now is trying to put its own rail question on the general election ballot.
