The state is investigating whether three men who traveled to Maui on the Hawaii Superferry who tried to illegally take hundreds of streambed rocks back to Oahu.
Superferry opponents have feared that the influx of cars and people on the neighbor islands will lead to degradation of local landscapes and beaches.
More than 900 rocks were found in three trucks that were set to return to Oahu from Maui on the Superferry, state officials said.
The governor said while the incident is "very upsetting," it is no different from people illegally taking koa trees from state forests.
"It's unfortunate that it occurred, but it shouldn't be a reflection on whether the Superferry is a good thing for the state or not," Lingle said.
State officials refused to release further details because the alleged rock theft is under investigation.
