The City Council approved $5.1 million last year to purchase the property.
For the time being, the current management group will continue to run the facility while the city determines a long-term plan.
The National Audubon Society has expressed interest in becoming the group to manage the property.
The Office of Hawaiian Affairs pledged financial and cultural support to the project.
The owner of Waimea Valley, Christian Wolfer, tried to sell the property for $25 million but had to search for alternative buyers.
