State Ready To Unveil Traffic-Ticket Cams

System Targets Speeders, Red-Light Runners

Speeders and red-light runners may soon be getting tickets in the mail, as the state announced Tuesday that it will begin installing devices to photograph traffic violators beginning next month.

According to state transportaton officials, warning citations based on the speed-detection sensors and high-speed digital cameras (pictured, right) are expected to be issued beginning Dec. 3, with regular citations starting Dec. 17.

Citations will be mailed to the registered owners of the violating vehicles within three days, and will include close-up photos of the vehicle's license plate.

The project includes two types of enforcement: speed and red-light.

Red-light enforcement cameras will be installed at ten key intersections on Oahu within the next few weeks, the first being Vineyard Boulevard and Punchbowl Street. Additional intersections on Oahu will be added over the next several months, with the neighbor islands being added in mid-2002.

  • Farrington Highway and Nanakuli Avenue
  • Fort Weaver Road and Aawa Drive/Old Fort Weaver Road
  • H-1 Exit 18 (end of Airport Viaduct) and Middle Street
  • Kalanianaole Highway and Ainakoa Avenue/Waikui Street
  • Kamehameha Highway and Pali Momi Street
  • Kunia Road and Kupuna Loop
  • Likelike Highway and Kahekili Highway
  • Nimitz Highway and Kalihi Street
  • Pali Highway and School Street
  • Speeding enforcement will be conducted by "speed vans" that will be parked along highways. Operators using laser speed guns will clock vehicles, with speeding vehicles automatically photographed using a digital camera.

    "The object is not to see how many tickets we can issue," Transportation Department spokeswoman Marilyn Kali said. "The object is to make our highways safer for everyone."

  • Officials said they do not know how many tickets will be issued per day using the photo enforcement system. However, the city of Phoenix, Ariz., issues 2,000-3,000 tickets a day using the system.

    Currently, Honolulu police issue an average of 103 traffic citations per day.

    Red-light violators will be fined at least $77, while speeders will be fined at least $27 plus $5 for each mile-per-hour over the speed limit. The company providing the cameras, Affiliated Computer Services, will receive $29.75 of each paid citation.
