Most Departments To Hold Furloughs On Fridays

HONOLULU -- The state on Tuesday released the schedule of furlough days departments will begin taking.Most departments will take furloughs on two Fridays a month.Furlough Schedules:

Department of Education, 10-month Department of Education, 12-monthAll seven of the Hawaii Government Employees Association bargaining units on ratified contracts that include 42 furlough days over the next two years. The seventh unit wraps up voting on Tuesday afternoon. That unit covers school principals and administration -- 84 percent of 463 voters approved the deal.The state said it is will close down most state office buildings when workers are on furloughs to save electricity costs.The Department of Education and the Hawaii State Teachers Association previously reached an agreement for teachers to be furloughed on 17 days for educators on a 10-month schedule and 21 days for educators on a year-round schedule.The Judiciary announced that the courts will remain open on Oct. 23 and 30. The Judiciary has no planned furlough days yet. The Judiciary and the HGEA are working out details of the furloughs, a spokeswoman said.Furlough Fridays will have the strongest affect in offices offering direct public service -- the marriage license office, for example.Andrew Anderson was at the license office on Tuesday to get a marriage license."People are not going to have the services they need days they may have off," Anderson said. "I think it is not a good idea to have the offices closed on Friday nor the schools closed on Fridays as well."Everyone is going to have to adjust, state Health Director Dr. Chiyome Fukino said."There will be delays in services. There will be times when papers take longer to be processed. We all have to keep adapting to the times," Fukino said.The state unemployment claims office will be closed on furlough Fridays. With unemployment more than 7 percent in Hawaii, that has some clients worried.Pet owners bringing their animals into Hawaii will feel the impact of the furloughs at the quarantine station.Both the Honolulu International Airport and Halawa quarantine facilities will remain open seven days a week. However, starting in mid-November, the airport office will be closing three hours earlier each day."A combination of the furloughs and the (reduction in force) means that we're probably going to reduce our hours from the current 8 a.m. to 8 p.m. to 8 a.m. to 5 p.m. for animal releases," state veterinarian administrator James Foppoli said.The Halawa Quarantine Station will see no changes in days and hours of operation, but pet owners will likely see longer lines because of manpower shortages.The new hours at the airport quarantine station are expected to take effect on Nov. 20.One state office that will remain open during furlough Fridays is one considered vital to the real estate industry. The Bureau of Conveyances is where all real estate transactions in the state are recorded.Officials said by law it must remain open. During the last strike by the HGEA, bureau workers were declared essential workers."It's a critical part of the business community. We don't want to impede commerce. We are here to perform all the real property transactions and record the transactions of a timely basis," Bureau of Conveyances registrar Nicki-Ann Thompson said.The office will be operating with a bit of a skeleton crews, but will be open from 7:45 a.m. to 4:30 p.m. on Monday through Friday, except for holidays.HGEA Executive Director Randy Perreira said that another impact to the public will from come furloughed workers spending less."They are not able to spend money when they want to it is going to be a very difficult holiday season for a lot of people and as a result it is just going to exacerbate the downturn as it is already," Perreira said.
