    City Council Passes Tax, Fee Hikes

    Council Members Work To Finish Budget Before Deadline

    The Honolulu City Council on Wednesday passed a number of tax and fee hikes by midday.

    The council members first observed a moment of silence for Councilman Duke Bainum, who died Tuesday night of a heart aneurysm.

    Councilmen Gary Okino, Charles Djou and Donovan Dela Cruz made statements of tribute to their colleague before the session focused on the budget.

    The big move came in the property tax rate. Homeowners currently pay $3.29 per $1,000 of value. Mayor Mufi Hannemann wanted a hike to $3.59.

    The council agreed to a lower hike to $3.42 per $1,000. While it is lower than what the mayor wanted, the council members did away with a proposed tax credit increase for homeowners.

    On a $600,000 home, that will be $106 more next year, raising the property tax to $1,716. A homeowner with a $1 million house will pay about $3,043, or a $117 increase, officials said.

    Parking rates in Waikiki's cheapest areas are going up. Parking at the Honolulu Zoo lot will cost $1 an hour and meters along Kalakaua Avenue at Kapiolani Park will go to 50 cents an hour. Currently, parking cost 25 cents. An earlier proposal would have hiked both areas to $1.50 an hour.

    The council has passed a hike in motor vehicle weight tax that will increase by 67 percent.

    Council members also passed increases for bus fares, golf fees at municipal courses and zoo entrance fees.

    The council must finish the city's budget by the end of June. Wednesday is the full council's last scheduled meeting.
