"In a crisis like this, the Governor must bring leaders and experts together to agree to an immediate economic recovery plan. As my colleague used to say, the rules are simple: no one can leave and no one can throw a punch.

"This discussion must begin with the opportunity staring us in the face -- federal stimulus and recovery funds. We need to focus state, county, and private resources to get every single dollar available to invest in rebuilding our economy -- focusing on President Obama’s priorities of energy, education, transportation, and healthcare.

"Furloughs and tax increases are options of last resort. Governor Lingle's plan will result in a 14% pay cut affecting tens of thousands of families in Hawaii, and will also include deep cuts to public schools and the University of Hawaii that will no doubt leave parents and students even more worried about what lies ahead. I am sure a better, cooperative solution exists."
