An upcoming change in requirements to get a driver's license has meant a slowdown at city offices around Oahu. Starting March 5th, more forms of identification will be needed. But many are trying to beat the deadline and that is causing a bottleneck at the licensing counter. KITV 4's Paul Drewes has the details.
