According to the city, there is currently no cap on the number of concession stands allowed to operate at Kailua or Kalama Beach Parks.

However, City Council Member Ikaika Anderson is proposing to change that and allow only two vendors at each park.

But residents and some visitors told KITV4 News, they don't think Kailua needs any vendors.

"If you put a concession in here, then you are dealing with more trash and garbage flying everywhere," New York visitor said Joe Secchiaroli.

In 2006, the Kailua Beach Concession shut down. Six years later the building is falling apart. Pigeon poop and graffiti covers the pavilion.

About a half mile down the Kailua shoreline at Kalama Beach Park, there are far fewer kayaks and more space for locals to relax.

At a community meeting Monday night, residents said at Kalama Beach Park there are no concessions and they want to keep it that way.

Anderson said by issuing a set amount of vending permits, it will keep commercial activities under control.

"We have heard from some of our businesses who want concessions. We have also heard from some of our residents who want to the ability to rent a watercraft, kayak and stand up paddle board and to be able to enjoy the day with their family," said Anderson.

Anderson said it will likely award permits to the highest bidder.
